Roger Clarke is an experienced consultant, with wide-ranging expertise in the effective application of information technology to the needs of private sector corporations and of government agencies. During the last five years, his focus has been on strategic and public policy aspects of electronic commerce, information infrastructure, and dataveillance and privacy.

His primary interests and expertise are in technology-rich systems that transcend the boundaries of individual organisations. These include:

• 'inter-organisational' systems, which link pairs of collaborating organisations;
• 'multi-organisational' systems, which support co-ordination along an industry value-chain; or between a major downstream assembler and its components suppliers or its distributers; or between a retailer and its suppliers, etc.;
• 'extra-organisational' systems, which link organisations with unincorporated business enterprises and consumers; and
• open, public networks.

The kinds of 'technology drivers' with which he is particularly familiar include chip-cards, multi-media, electronic publishing, identification technologies, the Internet, and the many services available over the Internet, including payments.

He is greatly concerned that a match be ensured between organisational mission, goals and strategies on the one hand, and uses of technology on the other. In some cases, this dictates careful selection and/or development of technology in order to achieve alignment of technology with an organisation's proven ways of working. In other instances, technology needs to be used as a catalyst for organisational change, and revolutionary business process re-engineering is appropriate.

During the period 1984-1995, he combined consultancy with a senior academic appointment at the Australian National University. During that time, he developed close associations with leading information technologists in North America, Europe and Asia. Since returning to full-time consultancy, he has retained links with the A.N.U. through a Visiting Fellowship with the Faculty of Engineering & Information Technology.

He has been for many years an active participant in, and contributer to, Internet communities generally, especially via the World-Wide Web.
